Research conclusions: For solving these problems，it is necessary to further improve the legal system，normalize the all actions related to bidding，speed up the construction of credit evaluation system，manage the market by the different levels，promoter the EPC project，improve the project cost management system，normalize the payment and return of the guarantee deposit，cut the burden of the enterprise，establish the strict claim system and guarantee the legal benefits of the enterprise so as to ensure the healthy development of the construction industry．
