Abstract Research purposes: The necessity of construction is an important part of project management. This paper analyses the necessity and provide a basis for the construction of Handan ( Xingtai)-Huanghua Railway.
Research conclusions : Construction of Handan ( Xingtai)-Huanghua Railway will open a convenient channel to the sea and is useful for reducing industry costs, developing Heilonggang area in Hebei province, providing a channel of centralizing and decentralizing goads for Huanghua Port and access to sea from Heshun area and Zuoquan area of Central Shanxi, enhancing the flexibility of railway transportation organization and improving the accessibility of the railway network.
