Abstract：Research purposes: In China，the more attention is paid to the project cost control in the project implementation phase． By doing so，only the half result is obtained with the twice effort． This paper analyzes the problems in cost control in the phases of project preceding planning decision － making and design phase，and offers the relative countermeasures．
Research conclusions: In the phase of project preceding planning decision － making，the study on the project feasibility should be well done and based on the market investigation，determining the project construction standard and scale is the premise of better control of the project cost． In the phase of the project design，the attention should be paid to the roles of the government accreditation，design and cost engineer，and the value engineering method and rationed design should be widely used． Strengthening management of design revision is the effective way to control the projectcost．
