Abstract：Separating jobbing level from management layer is an inexorable trend for large-sized construction enterprise to conform to the international practice and increase its international competition ability. Nowadays, the member enterprises of Chinese Railway Engineering Corporation are trying to do it and pacing forward. As management level and jobbing level are independent each other in economy and they are an organic and integral part in function, we should seriously consider the following issues, how to separate, breed, construct, manage and use jobbing level. I think this paper has some reference value to these issues.
