Abstract：Based on the requirements of traffic construction outside of Hai nan Province and the meteorological and hydro logic situations of the Qiongzhou Channel，the suggestion for constructing submarine tunnel under the Qiongzhou Channel is proposed，and a preliminary thinking and scheme for constructing this tunnel has been proposed also. The situations and planning prospects of constructing underwater tunnels in home and abroad are reviewed and looking forward-According to the technical experiences for constructing tunnels in China and the actural economic strength of China，it is proved that the construction of a submarine tunnel under the Qiongzhou Channel is feasible.
