Abstract：This paper describes the meaning of core competition ability of a enterprise and main form of expression of state-owned construction enterprise, analyses the main problems existed in the development of state-owned construction enterprise, proposes that the continuous innovation is the foundational way to resolve the problems and improve the core competition ability of an enterprise, and puts forward the concrete requirements for scientific and technical innovation，management innovation, getting good quality and culture construction of an enterprise in order to cultivate and improve the core competition ability of enterprise.
