Abstract：By applying the objectiv e ma nagement metho d in dif ferent lay ers a nd di fferent stag es, the implementatio n of the g eneral target on time limit , quali ty and capital are g uaranteed. As a section of new railway line has been constructed, the section will be put into o peration, so as to sho rtening the const ruction period, rai sing the quali ty , econmizing the co nst ruction cost a nd develaping fully the benefi t of inv estment.
