Abstract：At the present moment, how the object management regulation will be reform in depth, how the system of binding investment will be strengthened. how construction task will be finished by contract accroding to the rule rectified by MOR on expanding tent at ion design (or technology design) arid total valoum of budgetary ? are considerable problems to survey and de?sign department in railway system. Combined with the technology design and work of formulat?ing budgetary in the construction of Bao-Zhong Railway. this paper analyses and discusses prob?lems greatly influencing budgetary composition.
