Abstract On base of practical construction of general legal advisor institution by Chinese Railway Engineering Corporation, this paper describes the key links that the construction of general legal advisor institution for enterprise must be implemented, affirms the role of general legal advisor institution for enterprise in prevention of legal risk in enterprise's business, analyses the problems in construction of the institution and proposes suggestions.
