Abstract The investment control is an important index to examine the implementation of an engineering project. A lot of engineering practices prove that the suitable mode of calling for tenders and bidding for project may control investment effectively. The implementation of railway engineering project arc usually organized through calling for tenders and bidding for project during its design and construction stages. Based on calling for tenders and bidding for project in design and construction stages, the paper puts forward the analyses and proposes the means to resolve the investment control.
