Abstract By analyzing the quality control method under macroscopical environment，this paper points out the concept of Quality Environment，and analyses the relationship in appropriate duration，quality without super-abundance and exploration-designing-executing-at-same-time project in order to raise the attention upon creating good Quality Environment.
