Abstract Aimed at the phenomenon of the tender be selected with lower quoted price occurred in current market of calling tenders and bidding for project，the corrupt practices of the tender be selected with lower quoted price are expounded in this paper. From the aspects of system，management ,quality, etc，how to prevent the tender be selected with lower quoted price ,as well as the countermeasures which should be adopted by construction enterprises，has been discussed in detail also. The author appeals strongly that the architecture market should be a standardized market and opposes the vicious competition.
