Abstract In the budgetary estimate of design for the Xi'an-Ankang Railway, when the contradictory appeared during the implementation of the relative policy stipulations, the adopted technique and its consideration for calculating the difference of the cost of the materials are introduced in this paper. Furthermore, the thinking and conception induced by the questions are proposed. It is emphasized that we should combine with practical situations and control & apply flexibly the relative methods and stipulations.
