Abstract The paper analyzes the characteristics of the railway construction enterprises, as well as the practical experiences of pushing forward the intensive management in reform by facing on market under the conditions of the market economy. The particular measures for promoting intensive management furthermore, as well as to implement the "five major strategy" by taking intensive points into special attention, are proposed.
