Abstract As the systems of railway capital construction enterprises have been converted into joint~stock limited company or limited-liability company gradually in year 2000,raising the competitive ability of enterprises becomes an urgent requirement to fulfill the development of market systems. In the final analysis, the market competition is a talent competition. To stabilize and to attract talents should be taken into great attention as an essential problem by the enterprises. The strategic measures and suggestions are proposed concerned with the following aspects establishing the moving management system for talents, respecting talents and giving talents excellent pay and conditions, enterprises entered and be stationed in coastal and centrical cities, etc.
