Abstract The important meanings of the great developing West China are expounded in this pa per- It is aimed at to speed up the construction of railways in the West China，which is the key for the implementation of the modernized railway networks up to 120 000 km in China. The formation of a framework on the railway networks in West China should be taken into special attention. A long-term developing conception should be established in order to implement the innovations concerned with the management system， construction system， traffic technology，government policy，coordination of West China with East China，investment，joint-ventrue， etc.
