Abstract As the graduates were accepted and employed by the Fourth Railway Survey and Design Institute, based on the analyses of these situations and the qualititive state of the graduates, several measures and methods for accepting and training the high-quality talents and for strengthening the construction of staff with professional talents are explored. These measures and methods have the role as reference to promote the development and the integri?ty of the technical talent system for the railway engineering departments.
