Abstract This paper describes briefly the severe circumstances that the China’s railways are faced with. In order to speed up the construction of railways? the author suggests several measures,such as working out a long-term programme for construction of railways, design in advance, enlarging the sources of raising the construction investments, the China Railway Bank established, railways converted to the stock corporations so as to readjust traffic prices independently and improving the operational organizations for the railway capital construc?tions.
