Abstract Considered from aspects of politics, economy, national defence，etc，the paper ex?pounds the important meanings of that the second stage of the Qing-Zang Railway construction from Ge'ermu to Lhasa must be accomplished. In this paper, the possible directions of construct?ing railways towards Xizang (Tibel) are described in detail, and the opportune moment of con?structing these railways are suggested.
