Abstract Research purposes: In recent years, with the continuous expansion of high-speed railway construction scale in China, the problems such as the shortage of construction funds and the single construction mode have become increasingly prominent. In Europe, the high-speed railway construction management mode is generally diversified and the participation of social capital is high. By learning from the successful experience of Europe, we can innovate the management mode of high-speed railway construction in China and promote the further development of China's high-speed railway industry.
Research conclusions: (1) By summarizing and analyzing the characteristics and development experience of the European high-speed railway construction management mode, this paper puts forward some suggestions on the development of China's high-speed railway construction management mode from six aspects, such as establishing and perfecting relevant systems, laws and regulations, perfecting the financial and insurance system, strengthening the training of professional talents and professional institutions, accelerating the transformation of government functions, speeding up the reform of railway investment and financing system, and improving the overall capacity of railway enterprises. (2) The research results can be used for reference in the innovative development of high-speed railway construction management mode in China.
