Research conclusions: AHP is suitable for evaluating the target system with hierarchical staggered evaluation index，which objective is difficult to describe in quantity． It is a simple multiple criteria decision － making method which has qualitative and quantitative analysis particularity． In the railway construction project，we have solved the problem by applying the analytic hierarchy process to determining the weights of the bid evaluation，so that the index weight is more scientific and reasonable．
