Abstract：The co nst ructio n enterprises and the speciali ties of their talents a re a naly zed briefly. The construction enterpri ses must establi sh an envi ronment wi th proper public o pinions for their talent s, i. e. the excellent dev eloping and employing envi ronments. The autho r proposes hi s opinion empha tically o n employing the talents f rom the v iew points of dev otio n, cooperatio n, competi tio n, improvement , etc. The measures w hich should be ado pted are also proposed.
