Abstract：Based o n the universa l inv estig atio n for present state o f special tech nical cadres the of bui lding t roo ps in the Third Engineering Bureau o f MO R, the exi sting questio ns during allo cating tech nical perso nnels in g ra ss-root s co nstruction uni t are analyzed, and the co rrespo nding so lving measures are proposed in this paper.
