Abstract：As a extremely large stated-owned enterprise，China Railway Engineering Corporation continuously has experienced many leaping breakthroughs over last ten years and become one of Global Top 500 Enterprises from traditional enterprise and taken the 4th place in the Largest Global Contractors List. All of these are resulted from the correct management by the enterprise leaders and the efforts of all employees, and the other reasons for these are the effect and representation of the technical strength accumulated by enterprise for many decade years. Well， what are the resource and soul of this technical strength? How will R&D and technical creation support and lead the future development of enterprise?
