Abstract：Abstract：Research purposes： Safety is the lifeline of railway development，Beijing-Tianjin-Hebei railway safety management should be paid more attention. By sorting China’s railway safety regulations, this paper tries to discuss appropriate government collaborative management of the Beijing-Tianjin-Hebei railway safety based on the current railway safety management situation and the experience of developed countries.
Research conclusions：(1) Government regulation to the local railway safety of Beijing, Tianjin and Hebei is uneven, the government management of Hebei railway is too complex to create synergy, while Beijing’s and Tianjin’s are relative lack. (2) The United States exert particular emphasis on railway safety risk management. Japan is particularly concerned about the supervision of employees and enterprise system. The EU's cross-regional management is responsibility-clear and labor-division clear. China’s railway safety risk management is weak and pay less attention to the entire regulation. (3) Local laws and regulations, government organizational structure should be improved, and the powers and responsibilities of the parties should be clear to improve regulatory efficiency. (4) The conclusions can provide references for the integrated traffic development of Beijing, Tianjin and Hebei.
