Abstract：The problems concerned with the reformation of the construction enterprises in the railway administrations are discussed in this paper. Under the influences of the un—independence and the daul nature of the multi-stage enterprises which were accomplished by the planning sys?tem of organizAtion, the contradictions and the difficulties faced by the construction enterprises are anslyzed. It is pointed out that the reformation of the construction enterprises in the railway administrations should be converted from the mode of multi — stage enterprise. The initiative management should proceed according to the regularities of the construction enterprises of them-selves. The interior of the enterprise should put forward the project management and proceed the regulations of organization structure and product structure firmly and resolutely. Thus, the con-versions of internal manage system will be promoted, enabled the construction enterprises to become a great support to the diversified economy of the railway administrations.
