Abstract In this paper，successes and experiences on railway construction during the Eighth Five-years Plan are comprehensively and profoundly summed up, the objective and assign?ments on railway construction during the Ninth Five-years Plan as the well as the concrete plan in 1996 are assigned,and the ideas on profoundly making reform to basic construction system are suggestted.
