First Railway Engineering Co-,Railway Engineering General Corp-of Shanghai Railway Administration Abstract After the operation of a newly-built railway trunk line,it was stipulated that the running speed of 45 km /h should be limited in a rather long time. The paper describes briefly the meaning of operating a running speed of 60 km /h for the first time in a newly-built railway line and then raising speed in a short time. Through the practical construction example, the following practice has been demonstrated. For the heavy-haul and the newly-built railways, by raising the construction technical standards and applying the advanced construction technologies,it is feasible to operate a running speed of 60 km/h for the first time, and then raising speed in a short time( 4^ 6 months) up to the normal running speed of 140 km/h.
