Abstract For the implementation of the Great Developing West China, it is necessary to strengthen the construction of railway networks in the West China, and the investment and joint-stock are the key problems. For railway construction in West China, the intensity of national investment should be enhanced at first-And the loans on favorable terms in home and abroad should be fully utilized and actively enter into the joint-venture of the investment market-Furthermore, other mode of the joint-venture may be adopted for combined development between the railway project with its relative benefitial projects-The new type BOT investment approach may be attempted also where required conditions have been provided, so as to fully allocate the activity of different social departments, to collect funds for railway capital construction from different means, and to speed up the steps of the railway construction in West Chiina.
