Abstract According to the investigation and analysis on the current operation situation of a Railw ay Engineering Bureau， the operation strategy for that Engineering Bureau has been proposed. The feasibility of this strategy has been eapounded and proved， and the corresponding measures which should be adopted to implement the strategy are proposed also in this paper.
