Abstract The principle and structure of the self-made testing instrument for measuring the effective temperature in the full cross-section of steel rail arc described and discussed in this paper. The conception of the effective temperature in full cross-section of steel rail was proposed and the mathematical model was set forth. Mathematical statistics was put forward on experimental data so as to obtain the temperature distribution curve on the same cross-section of the steel rail. The relationships between the effective temperature and the average temperature，between the environmental temperature and the effective temperature，and between the rail-top temperature and the rail-bottom temperature，are analyzed.
