Abstract A major transport passage is necessary for developing construction and the national defence of Hainan Island and seas in South China. The railway passage which cannot be replaced by ocean shipping，air transportation，highway traffic and pipeline transport，should be planned immediately and implemented timely.The paper expounds the superiorities of the resources in Hainan Island，and the history and present situation of railway construction in the island. Suggestions arc proposed as follows: the railway along the coast of Hainan Island and the submarine tunnel across the Qiongzhou Channel should be constructed as soon as possible.
