Abstract Through an example of serious consequences caused by the faults on the works during inviting and submitting construction tenders for a metro project，these serious consequences arc analyzed from the following five aspects，such as the procedure of inviting and submitting the tenders，management of contracts，supervision works，preliminary examination of projects and the settlement of the projects. The importance of project management concerned with inviting and submitting of the tenders are expounded also in this paper.
