Abstract This paper describes the practice in the construction of highway engineering made by China Railway General Engineering Co. with project meanagement contract pattern of limiting budget estimate and taking responsible for the surplus or deficits of total financial amount of a project under BOT which is widely used in construction of highway based on a real example.
