研究目的:高速铁路的运输成本除了能以货币形式直接表现的经营支出外,还包括因高速铁路运行所带来的噪音影响、环境污染等不能通过货币来计量的隐形外部资源。文章旨在借鉴生命周期理论的思想,通过对高速铁路运输成本项目的分析,构建高速铁路综合成本分析框架。 研究结论:通过对京沪高速铁路2015年运输综合成本的实证研究,发现在高速铁路运输综合成本中,外部成本占有相当重要的比例。因此要加强对交通基础设施项目的成本计量研究,尤其要充分重视运输业中的隐形外部成本,深入研究高速铁路运输综合成本的测算方法,准确地归集和计算高速铁路的成本项目,为高速铁路经营决策提供主要依据。
