研究目的: 海峡西岸经济区发展正式上升为国家战略，目前海西城镇群正处于向加速城镇化、沿海化和网络化的方向发展，借鉴世界城市群的发展经验，建设高效、快捷、环保的城际快速客运系统，对缓解该地区交通运输紧张状况，满足海峡西岸经济区城镇之间旅客快速出行，推动本地区城市化、城镇一体化进程，增强城市群的经济辐射力，促进区域内社会经济协调和可持续发展具有重要意义。本文将以国家《中长期铁路网发展规划》以及《海峡西岸经济区铁路网规划》为依据，研究利用区域内规划、在建铁路富余能力发展海峡西岸城镇群城际轨道交通。

Research purposes: With the development of the west Taiwan strait economic zone being raised to the national development strategy，the city belt of the west Taiwan strait is advancing toward urbanization，coastal and network － oriented development． According to the development experience of the city belt in the world，to build high －efficient，rapid and environment － friendly intercity passenger traffic system is crucial to easing the tension situation of regional transportation，to satisfying the passengers ＇ dem and of fast traveling among cities of the west strait economic development zone，to promoting regional integration urbanization process，to enhancing the economic radiation power，and to promoting the social and economic coordinated and sustainable development in the region． Based on the ＜ ＜ Long and medium － term Development of National Rail Network Planning ＞ ＞ and the ＜ ＜ Railway Network Planning for the Economic Development Zone of the West Taiwan Strait ＞ ＞ ，the research was done on development of the intercity rail transit in the cities of the economic development zone by trying to use the surplus capacities of the planed railway and the railway under building．
