摘要
研究目的: 庐铜铁路是一条地方政府出资为主导的铁路,也是一条资源开发型铁路,其建设方案和政策与地方需求密切相关,技术政策也应结合本项目的特点综合考虑,充分发扬和发掘地方资金建设铁路的积极性,自主铁路建设不能盲目追求高标准。本文结合庐铜铁路经济特征及运量特点,从宏观走向方案、技术标准等要点进行阐述,以期为提升地方主导建设铁路的合理性提供一定的借鉴与参考。
研究结论: (1)自主建设铁路项目其线路走向契合资源分布和地方经济的特点,做到服务地方经济发展的目的;(2)技术标准应结合铁路项目的功能定位,不能盲目偏高,但要适当预留发展余地;(3)工程投资应从当地实情出发,调动铁路自主建设的积极性,同时促进地方经济的发展,也推动铁路的建设和路网的完善;(4)本研究结论对以地方投资为主导的铁路项目具有借鉴意义和指导作用。
Abstract
Research purposes: Lujiang-Tongling Railway is a resource-developing railway and a railway funded by local governments. Its construction plans and policies should be closely related to local demands. Technology policy should also be considered in combination with the characteristics of the project. The enthusiasm of local funds for railway construction should be fully carried forward and unearthed, and high standards can not be blindly pursued. In this paper, based on the economic features and traffic volume characteristics of Lujiang-Tongling Railway, the macro-program and technical standards are expounded,so as to provide some references for improving the rationality of the local leading railway construction.
Research conclusions: (1) The route of independent railway construction project should be consistent with the characteristics of resource distribution and local economy ,so as to achieve the purpose of serving the place. (2) The technical standards should use the positioning of the project, not blindly high, and reserve development space appropriately. (3) The project investment should start from local situations to mobilize the initiative of independent railway construction. At the same time, it should also promote the development of the local economy, and promote the construction of railways and the improvement of railway networks. (4) The research result has meanings of reference and directive functions for projects led by local investment.
