研究目的: 近年来,随着我国高速铁路建设规模不断扩大,建设资金紧张、建设模式单一等问题日益凸显。而欧洲高速铁路建设管理模式普遍多元化、私营资本参与度高,通过借鉴欧洲成功经验,创新我国高速铁路建设管理模式,促进我国高铁事业的进一步发展。
研究结论: (1)通过总结分析欧洲高速铁路建设管理模式的特点及发展经验,从建立健全相关制度体系和法律法规、完善金融保险体系、加强专业人才的培养和专业机构的培育、加快政府职能的转变、加快铁路投融资体制改革以及提高铁路企业整体能力等6个方面对我国高速铁路建设管理模式的发展提出了建议;(2)本研究成果可为我国高速铁路建设管理模式的创新发展提供借鉴。

Research purposes: In recent years, with the continuous expansion of high-speed railway construction scale in China, the problems such as the shortage of construction funds and the single construction mode have become increasingly prominent. In Europe, the high-speed railway construction management mode is generally diversified and the participation of social capital is high. By learning from the successful experience of Europe, we can innovate the management mode of high-speed railway construction in China and promote the further development of China's high-speed railway industry.
Research conclusions: (1) By summarizing and analyzing the characteristics and development experience of the European high-speed railway construction management mode, this paper puts forward some suggestions on the development of China's high-speed railway construction management mode from six aspects, such as establishing and perfecting relevant systems, laws and regulations, perfecting the financial and insurance system, strengthening the training of professional talents and professional institutions, accelerating the transformation of government functions, speeding up the reform of railway investment and financing system, and improving the overall capacity of railway enterprises. (2) The research results can be used for reference in the innovative development of high-speed railway construction management mode in China.
