Abstract：Research purposes: As the competition in construction market becoming drastic increasingly，winning a bid becomes more difficult. In order to prepare competitive bid，determine scientific and reasonable bid price and improve the bid-winning rate and bid quality for project，the decisions，strategies and skills regarding the bid offering are studied and described in this paper.
Research methods: In consideration of actual situation，analyzing and describing the procedures for bidding，the work is done during different stage of bidding，the component and preparation method for bid price. And mastering the information of relative aspects，this paper ascertains the decisions，strategies and skills regarding bidding.
Research results: The bidding and tendering is of great systematic nature. And the price bidding is the core of the bidding. The related personnel shall fully know and obtain the decisions，strategies and skills about the bidding，and use them freely.
Research conclusions: Mastering skillfully the procedures，the component and preparation method for bid price， accumulating market information of different industries and areas，making use of the decisions，strategies and skills about the bidding freely，the award rate and quality of contract will be improved.
