Abstract：The Chinese large-scale and state-owned construction enterprise will compete with famous foreign construction contractor by face to face, with completion of protection duration for domestic construction market after China entry into WTO. In accordance with real situation of Chinese construction enterprise, this paper puts forward ten development strategies for state-owned construction enterprise based on comparison with foreign construction contractor between business scope, organization structure, management, funds, technology and talent, and expresses the ideas about research on the development strategy of construction enterprise.
