Abstract：The labour management is a kind of complex basic work of the construction management. The pa- per analyzes the present situation of the labourer management in railway construction enterprises and the existing problems. It proposes that the following factors should be considered comprehensively, such as the labourer enterprises qualifications, technical level, management situation, construction outstanding achievements, financial guarantee ability，etc?Combined with the requirements of the enterprise itself, the suggestions are proposed als o concerned with selecting and managing the construction troops in order to establish a qualified labourer enterprise.
