Abstract：Considered as a new means to speed up the development of railway construction in China，the joint investment railways represent the direction on reform of the railway investment system. Based on the analyses on present situation of the joint invesetment railways in China，the thought and schemes on reform the implementation of the system of job responsibility on operation and management for national assets in the joint investment railways are proposed in this paper. The ideas of its particular operating mechanism are expounded also in this paper.
