Abstract：The pre-feasibility study must be put forward before the appraisal and the establishment of the large-scale and middle-scale railway construction projects. The line design schemes (or the railway construction projects are the centralized decision problems in the pre-feasibility study step. The main contents of these important problems are the railway classification, main technical standards, line routing and connecting scheme with existing lines, comprehensive cooperation of capacities, environmental protection, etc. The paper describes the above main contents in detail, gives demonstration through practical examples, and expounds its necessities.
