Abstract：The Northwest China is rich in natural resources. But due to its inner situation，the communications in Northwest China were inaccessible and its economic development was seriously delay. For example，the GDP value of Gansu and Qinghai Provinces in year 1999 were be the 11-01% and 2. 81% of GDP of the Guangdong Province respectively. For developing the great Northwest China，the construction of different foundation facilities should be enhanced at first， especially for enhancing the construction of the regional through railway network trunk lines. The investment environment should be improved，so as to be advantageous for attracting trading company and collecting investments， and to speed up the developing cause of the great Northwest China.
