Abstract：The applicatio n o f comprehensiv e reconnai ssance a pplied in big a nd essentail engineering pro ject s abroad w as an impo rtant technical achiev ement. Combined w ith the practica l ex periences in home, the paper int roduces the fo rmatio n o f the ex pert deci sio n system by establishing in computer the da ta-base, know ledg e sto re, model store, practice store a nd the deductiv e and reaso ning mechanism. The co ntent s o f it s g eneral st ructure, the st ructural desig n, etc, are ex pounded also in thi s paper.
