Abstract：The paper analyzes in detail the status of the social economic developments in the palnning district of the Fourth Railway Survey and Design Institute and its requirements on railway transportations. The specialities of these requirements are also expounded. For realiz- ing the plan of railway construction according to the national planning target, the most im- portant problem is the problem concerned with the investment of the railway constructions. Several methods for collecting the construction investments are proposed also by the author.
