Abstract：Working out well the railway network planning is a key link of earlier-stage works during the construction of railways. The planning must be reasonable with wide scope and high quality，it plays a guiding role in the construction of railways. The estimation of the con-struction cost has special situation,it is not only an important factor of the comprehensive comparison,but also a key factor for guiding the railway investment by economic benefits. In recent earlier-stage works during the construction of railways,for listing the estimated engi-neering costs,there are several existing problems,such as unsuitable with the modern market economy, etc. It is recognized that the way of making estimations should be established as soon as possible,so that the measures for the computerization of estimation，etc,may be real?ized and the quality of estimating the construction cost may be raised.
