Abstract：The paper proposes the main problems which should be overcomed immediately during constructing the catenary on the existing railway lines，such as the contradictions be- tween the traffic volume and the engineering period, between the requirement of time inter- val for constructing work and the train operation management, and between the train inter- val and the continuity of engineering procedures. By analyzing the specialities of the catenary construction，the scope of catenary effected by the traffic interference，etc, the feasibility of realizing different tariff for different kind of engineering projects to solve these contradictions are explored.
