Abstract：The reform of construction enterprises in Chian had begined at the year 1984 through the establishment of the calling, bidding and contracting systems for the engineering projects and developed gradually. Based on the reform practices of railway construction enterprises in recent years, significant effects have been obtained mainly through controlling the construrction investments, developing the benefits of the investment and raising the level of the railway construction ^but there is still a big gap with the socialistic market economy. The paper analyzes the existing problems in recent times,and proposes the principles for establishing a new railway construction management system and the corresponding reform measures.
