Abstract：Nowadays，the BOT( Build-Operte-Transfer) investment approach is a means widely used in the world for the construction of foundation facilities-But，the BOT investment approach has not been applied on railway projects in China，only situated at initial stage. Combined the principle of BOT with the development of railways in West China and its present construction situation，it is shown that by using the BOT approach，the problems concerned with the insufficient funds of railway construction in West China maybe solved， the construction quality of railway projects in West China may be raised，the operation management of foundation facilities in West China may be enhanced，and it is advantageous for the sustainble development of the railways in West China. The paper discusses also that the railway enterprises being the initialor of the BOT inner investemnt approach will raise the competition of the railway enterprise market in West China，and will be advantageous for the development of railway enterprise themself.
